PM's also need hard skills to get the job done, hard skills are the things that one might go to school for perhaps that could be through a bootcamp over even self learned. For example hard skills can be Cloud computing, Blockchain, Proficiency in specific computer programming, Coding or your ability to utilize various Frameworks. They are measurable and can easily be tested in the interview process.
