What are encoded characters?

What is character encoding anyway? great question...according to Wikipedia, In computing, data storage, and data transmission, character encoding is used to represent a repertoire of characters by some kind of encoding system that assigns a number to each character for digital representation. Depending on the abstraction level and context, corresponding code points and the resulting code space may be regarded as bit patterns, octets, natural numbers, electrical pulses, etc. A character encoding is used in computation, data storage, and transmission of textual data. "Character set", "character map", "codeset" and "code page" are related, but not identical, terms.

In other terms all characters are stored in computers using a special code. With each code there are corresponding characters so the computer may display the characters we recognize on the screen. Just think without this protocol (code = characters) setup we would have an unreliable character representation across the entire web. UTF-8 is the most widely used way to represent Unicode text in web pages, and you should always use UTF-8 when creating your web pages and databases.
